Description: The goal of the MBHCP is to acquire, preserve and enhance native habitats which support endangered and sensitive species, while allowing urban development to proceed as set forth in the Metropolitan Bakersfield 2010 General Plan. The study area covered by the MBHCP contains both City of Bakersfield and County of Kern jurisdictions.Existing conflicts between species of concern and urban development have prompted the City and the County to pursue a Habitat Conservation Plan and incidental take permits: a permit under Section 10( a)(1 )(B) (hereafter referred to as IO(a) permit) of the United States Endangered Species Act and a permit under Section 2081 of the California Endangered Species Act. The Habitat Conservation Plan is designed to offset impacts resulting from loss of habitat incurred through the authorization of an otherwise lawful activity.
